Statement by the Head of the Kuwaiti Financial Intelligence Unit
Dr. Hamad Khalid Al-Makrad
Head of Kuwait Financial Intelligence Unit
President's speech
The Kuwait Financial Intelligence Unit (KwFIU) operates as an independent authority dedicated to protecting the state's financial system from the risks of money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction. Its work is founded on the highest standards of integrity, impartiality, and independence, in line with the State of Kuwait's commitment to international standards, the recommendations of the Financial Action Task Force (FATF), and the principles of the Egmont Group, as the international cooperation network of financial intelligence units.
The KwFIU is the competent national authority, pursuant to Law No. 106 of 2013, for receiving and analyzing financial intelligence including suspicious transaction reports, and for requesting relevant information from competent authorities, in particular law enforcement authorities. It also works to enhance partnerships with supervisory authorities, financial institutions, and Designated Non-Financial Businesses and Professions (DNFBPs).
In fulfillment of its national responsibility, the Unit continues to develop its technical and technological capabilities, including updating financial analysis systems, strengthening its digital infrastructure, developing advanced analysis tools, and working to enhance the efficiency of its human resources. The Unit also contributes effectively to national risk assessment efforts and to the preparation of strategies and policies that promote cooperation among competent authorities, ensuring the implementation of an effective and sustainable national risk-based approach.
These efforts align with the State of Kuwait's endeavor to solidify its commitment to international standards through active participation in international cooperation and information exchange initiatives via the Egmont Group, continuous legislative support to address emerging requirements, and strengthening the legal framework for combating money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction. The Unit is also keen to support financial institutions and (DNFBPs) in enhancing their compliance and adopting best practices in internal controls and the reporting of suspicious transactions and activities.
In conclusion, we affirm the political leadership's support for the Unit's independence and the consolidation of its impartiality in performing its vital duties to protect the financial system and promote the principles of transparency. This website serves as a knowledge and awareness platform that highlights national efforts in combating money laundering and terrorist financing, and as an official channel for publishing relevant guidance and information, thereby reinforcing the Unit's mission and underscoring its national role.
